REQUEST FOR STATEMENT OF QUALIFICATIONS ON-CALL CITY PLANNING SUPPORT CITY OF CASCADE, IDAHO

PROJECT DESCRIPTION AND SCOPE OF WORK         

The City of Cascade, Idaho, is soliciting proposals from qualified Planners for assistance in ON-CALL PLANNING SUPPORT CONSULTANT

Professional services required include review of land use applications, processing applications, provide staff reports, and managing applications through the process up to and including final city council decision on such applications.

PROPOSAL CONTENT 

 The proposal must be organized in sections containing the following information:

  • Briefly describe other projects executed by you that demonstrate relevant experience. Also list all public sector clients for whom you have performed similar work in the past five years. For each project mentioned, include the name, address and phone number of a person who can be contacted regarding your performance on the project.
  • Professional References. Provide references for similar work done for clients similar to the City Cascade.

No questions will be accepted by telephone. All questions will be responded to by e-mail, within three days of receipt of the question(s).

Interested individuals are encouraged to submit a contact e-mail address to Janice Van Winkle at [email protected] with a request to be included on an electronic mailing list. Individuals on the mailing list will receive copies of the response to all project questions submitted. No individual will be identified in the responses. No project specific questions will be accepted after September 27City Pl, 2022.

  • Proposal Deadline. Proposals must be received no later than 4:00 PM (MDT) on September 30, 2022Proposals must be submitted via e-mail at [email protected] with the consultant’s name clearly indicated in the subject line.  Late proposals will not be considered.
  • Proposal Format.
    • Required File Format: PDF
    • The maximum length of the submittal is 2 pages
    • Cover letters, resumes count toward the page total.
    • Front and back cover pages are acceptable, and do not count in the proposal page total.
    • Except as otherwise noted, pages must be 8 1/2 x 11 inches and single sided.
    • Proposed fees schedule for tasks performed.
    • Type style must not be more than six lines per vertical inch and not smaller than 11 point.
  • Conflict of Interest By the submission of a proposal, the Consultant agrees to ensure that, at the time of contracting, the Consultant will have no interest, direct or indirect, that would conflict in any manner or degree with the performance of the Consultant’s obligations under the Agreement. The Consultant shall further covenant that, in the performance of the contract, the Consultant shall not employ any person, or subcontract with any entity, having any such known interest.
SELECTION PROCESS

The intent of this request is for the City of Cascade to build a preferred list of individuals that are willing to provide support for land use applications including but not limited to:

  • Variances, vacations, zoning change, subdivision
  • If available to work on specific projects such as code updates, GIS, forms, etc.

Proposals will be ranked on qualifications and the following qualifications:

  • History and Capability to Perform Project
  • Relevant Project Experience
  • Qualifications of Planner
  • Familiarity with Area

Selected individuals will be placed on the City of Cascade roster of planners from which the City may assign land use applications as they are submitted or other land use planning needs.

This Request for Qualifications does not commit the City of Cascade to enter into an agreement or to pay any costs incurred in the preparation of a proposal or in subsequent negotiations.

Request for Proposals (RFP)—City Shop

PROJECT TITLE: CASCADE CITY SHOP

Proposals for the CASCADE CITY SHOP will be received until 4:00 p.m. local time on January 5, 2023. Proposals must be submitted via e-mail at [email protected] with the Offeror’s name clearly indicated in the subject line.  Late proposals will not be considered.

A non-mandatory pre-proposal meeting will be held at the Cascade City Hall at 105 South Main Street, Cascade, Idaho and via Microsoft Teams at 10:00 AM on November 29, 2022.

Owner shall not be held responsible for any oral instruction. All questions concerning this RFP shall be directed to Cascade Building Inspector, Darryl Shepard, via email at [email protected] no later than 5:00 pm on December 20, 2022. Any changes to the Request for Proposals will be in the form of a written addendum which will be posted on the City’s website (https://cascadeid.us/bid-listings-requests/) by Close of Business on December 23, 2022.

Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the proposer to provide the good and services specified under this Contract.  Upon request, the proposer shall submit such information as deemed necessary by the Owner to evaluate the proposer’s qualifications.

All proposals must be signed and accompanied by evidence of authority to sign.

The City of Cascade reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the proposals received, and to accept the proposal deemed most advantageous to the best interest of The City of Cascade.
